Minimum Training & Experience

Requires a high school diploma or GED equivalent plus 4 year college-level curriculum in computer science, supplemented by three to five years of increasingly responsible experience in computer and network operations, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Candidate must be able to pass a complete FBI / CJIS security background check.

Desirable Knowledge, Skills, & Abilities

• Considerable knowledge of the hardware platforms, networks and software operating systems and information technology infrastructure the City uses.

• A plus to hold, or be working towards certifications such as ACSE; CCNA; or other network certifications.

• Working knowledge of network security technologies and platforms.

• Full command of FIPS140-2, RSA 2FA, PCI, FACTA and HIPPA regulatory and security control requirements.

• Working knowledge/skills to use SQL to assist in queries, reporting, and database management.

• Working knowledge of Microsoft Office Suite Product lines, O365, Server 2012/2016, Linux, AIX.

• Working knowledge and expertise in IPv4 & IPv6 technologies, topologies and architectures.

• Working knowledge and expertise to Layer 3 and Layer 2 routing protocols and configurations along with SPB protocols.

• Working Knowledge of data and voice networks. With fluency in wired, fiber, cellular, radio and wireless networks and technologies.

• Exposure to working with Palo Alto, Juniper, Aruba Clearpass, Extreme, Barracuda, Citrix, IBM, Brocade, Motorola, Netscalar, Mitel, etc.

• Ability to work within a team environment and demonstrate high level of customer service & build relationships.

• Ability to problem solve and to work independently and as part of a cross-functional team.

• Ability to demonstrate proficient technical documentation skills.

• Ability to act calmly and make sound decision under varying degrees of stress and uncertainty.

• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.

Specific Duties

• Designs, installs, maintains and support network systems, servers, environments, and host computers.

• Installs and configures all network devices and appliances with any necessary application software.

• Maintains or contributes to support of Active Directory functionality in network.

• Performs firmware and patch upgrades to all network components and services.

• Analyzes network operational problems and devises solutions.

• Manages operational and maintenance requirements of network and network systems.

• Adds, removes and maintains users in AD on the network and host computer systems.

• Document and record all activities inside TECHtools, the in house work order mgmt. system.

• Provides user assistance and instruction as required. Mentors peers.

• Coordinates assigned activities and functions with those of other City departments and outside agencies as appropriate; communicates with City staff to determine information technology requirements.

• Works in both Edge User Support and core enterprise services support.

• A plus if you have exposure or expertise in as many of the following technologies:

• Windows Server 2012, 2016 & 2019

• Security protocols FIPS140-2, IPSec, 802.1x, 802.16, PCI, FACTA (red flag)

• Routing Protocols OSPF, IGP, QOS, SPB, BGP both Layer 2 & 3

• LAN, WAN, Fiber Channel & wireless technologies and topologies

• Juniper/ Extreme / Avaya Routing and switching hardware

• Active Directory mgmt

• Linux and Windows OS; VMware; Exchange; 2010/2013/2016/2019 & Teams

• VoIP, Video Conferencing & Camera surveillance technologies

• Citrix using thin client and mobile architectures • Smart Phones and mobile MDM services

• SQL 2012/2014/2017/2019 or Oracle DB / scripting; GeoDB SDE & ArcGIS

• WO Mgmt System

• Powershell Programming or Scripting

• Badge access systems and remote entry systems

• Wireless technologies supporting city wide wireless mesh 802.11a,b,g,n, AC

• Mitel, SBC, Session manager, Call Pilot over SIP

• Mobile phone services and Security (Activesync)

• Working with ISP providers; Netscaler load balancers.

• IDS filters, Secureworks Firewalls, with Barracuda and Symantec filters, DMZ

• Performance benchmarking & bandwidth utilization tuning and mgmt.

• Disaster recovery planning

• Obtains quotes for and purchases computer and network equipment, software and operational supplies.

• Serves on Technology User Group and Information Services Groups.

• Will be required to run projects, address staff coordination for these projects

• Attends various meetings as required.

• Receives and reviews various records and reports including equipment charts, cabling diagrams, user access forms, invoices, maintenance agreements, software license information, budget documents, memos, correspondence, etc.

• Prepares and/or processes, work orders, purchase orders, various technical records and reports, various other reports, memos, correspondence, etc.

• Responsible to assist in policy formulation and implementation, development of procedure & computer manuals, technical manuals, technical journals, etc. Adheres to established policies and practices.

• Excellent communications skills: Interacts and communicates with various groups and individuals such as the immediate supervisor, other administrative staff and department heads, subordinates, other City employees, sales representatives, service personnel, user groups, and the general public. Recognizes and understands the relationship between operating policies and practices versus morale and performance.

• Any other duty or task assigned by the NSG Manager or Chief Information Officer.

Base Hours - 8:00 a.m. - 5:00 p.m., Monday through Friday
