Minimum Training & Experience

• Thorough knowledge of principles and practices of human resources administration.

• Considerable knowledge of data processing and related software.

• Considerable knowledge of automated payroll systems and comprehensive personnel transactions.

• Knowledge of city, state, and federal laws applicable to human resources.

• Considerable skill in Microsoft Office, especially Excel, PowerPoint, Outlook and Word.

• Demonstrated skill in employee relations.

• Ability to resolve issues and / or concerns in a fair, consistent and timely manner.

• Ability to produce meaningful data analytics.

• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.

Desirable Knowledge, Skills, & Abilities

• Secures necessary input from department heads and supervisors to establish relevant criteria for filling and advertising vacant positions.

• Recruits and screens job applicants; interviews applicants; refers top candidates for vacant positions; recommends candidates for hire.

• Extends contingent job offers, and oversees the background check and on-boarding processes and communications.

• Utilizes HRIS system; performs configuration and setup, personnel transactions, payroll integration, and makes changes on both the global and employee levels.

• Designs, develops and conducts research, studies and evaluations; provides related analyses for managerial decision making and special projects.

• Assists in the analysis of City-wide performance appraisals to ensure accuracy and conformance with guidelines; assists in the analysis of personnel, pay and compensation data as needed.

• Creates, facilitates and organizes various training programs for all City employees; assists with and delivers leadership development and customer service training; negotiates and approves external training as appropriate; assists in the development and facilitation of in-house training and leadership development certification for department heads and supervisors.

• Travels to and attends assigned monthly departmental Safety Meetings throughout the City at various hours; communicates HR Topics, distributes handouts, answers questions, and collects signed documents, if required.

• Facilitates employee relations.

• Provides guidance and clarification to supervisors and employees regarding the City's Personnel Policies.

• Ensures compliance with federal, state and local employment laws, benefit laws and regulations.

• Initiates and/or prepares necessary spreadsheets, PowerPoint presentations, graphics and other reports.

• Represents HR at various meetings, events and business functions throughout the City, county and state. Requires attendance at, and travel to and from events before and after hours.

• Performs all other duties as may be assigned to meet organizational needs.
