Position: CROSS CONNECTION COORDINATOR – UTILITIES – WATER & SEWER

Minimum Training & Experience

An Associate's degree in water systems, water utility, civil engineering, or specialized courses/training equivalent to the satisfactory completion of two years of college coursework, supplemented by two years of experience in water/sewer operations, water quality testing and control, backflow prevention, or closely related area. Backflow certifications and Distribution Operator License through the South Carolina Department of Health and Environmental Control (SCDHEC) is required, and must be obtained within the first six months of hire. The equivalent combination of education and related work experience may be considered.

Desirable Knowledge, Skills, & Abilities

• Knowledge of local, state, and federal laws, regulations, and codes regarding cross-connection control program operations; principles of cross connection control, testing, and maintenance of backflow devices; water distribution and treatment procedures; principles and practice of system troubleshooting.

• Knowledge of inspection methods and procedures.

• Knowledge of the safe use, operation and preventive maintenance of common inspections equipment.

• Thorough knowledge of basic math skills, English usage, standard business grammar, spelling and punctuation.

• Ability to read and interpret plumbing plans, specifications and regulatory agency regulations; communicate effectively both orally and in writing to customers, management, etc.; prepare and maintain clear, concise reports, correspondence and records.

• Ability to communicate both orally and writing.

• Ability to operate computer equipment and software applications related to backflow assignments.

• Ability to operate office equipment and systems (i.e., scanner, copier and fax machines).

• Ability to assess, track, monitor and process multiple incoming forms and/or time sensitive documents; and ensure appropriate response, review, signature and/or other necessary action.

• Ability to prepare reports and maintain accurate records. • Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.

Specific Duties

• Responsible for the administration of the cross connection surveying and testing program, including enforcement of non-compliant connections/facilities.

• Coordinates the testing conducted by third party contractors; Oversees City’s contract for backflow testing.

• Reviews and recommends updates to the City’s code of ordinances and specifications/details pertaining to cross connection control.

• Keeps up to date with code changes and ensures compliance with DHEC regulations and Best Management Practices.

• Conducts onsite inspections of backflow prevention devices. • Coordinates and oversees backflow prevention valve testing contractors.

• Assists with construction plan reviews.

• Maintains assigned vehicle, equipment, tools, etc.

• Performs all other duties as may be assigned to meet organizational needs.
