Minimum Training & Experience

Graduation from a four-year accredited college or university with a Bachelor Degree in Civil/Transportation Engineering or related field. A minimum of three years of increasing levels of technical and engineering experience on planning and design projects required. Proficiency in Microsoft Office Suite, including Word, Excel, PowerPoint and Outlook. Certification as a Professional Engineer, Engineer-in-Training, or Project Management Professional is preferred. The equivalent combination of education, training and related work experience may be considered.

Desirable Knowledge, Skills, & Abilities

• Experience in project management on complex inter-disciplinary infrastructure projects (water, sewer & storm water).

• Knowledge of local and design standards, criteria, policies and procedures.

• Experience in permitting, contracting and management of local and state infrastructure construction and repair projects.

• Ability to lead design teams and to interact with diverse individuals using tact and diplomacy.

• Effective written, verbal and presentation skills and ability to deal with difficult situations and communicate technical information to lay people.

• Ability to communicate clearly and concisely, orally and in writing, and to listen effectively.

• Ability to effectively work under stressful, fast-paced conditions and manage heavy workload by planning, organizing and setting reasonable priorities in order to meet strict deadlines within budget.

• Ability to function effectively in a support role with initiative and the self-motivation to work independently with minimal supervision.

• Ability to work as a team player with diverse groups to identify issues, set priorities and develop consensus on projects and programs.

Specific Duties

• Serves as a project manager for the city’s public improvement and construction projects working with and assisting the project management team, City Management, department heads, other City officials, and employees in the analysis and development of infrastructure and facility improvements and construction.

• Manages City projects as assigned; develops project budgets and timelines.

• Assigns, schedules, reviews and monitors project progress to ensure that the project is completed on time and within budget.

• Defines the responsibilities of parties involved in the project including City departments, members of the project team, city management and other external and internal stakeholders.

• Works closely with city staff, city consultants, York County, contractors, local council of governments and all other agencies necessary for coordinating of projects.

• Review design plans and technical specifications from engineering consultants of planned projects to ensure compliance with City of Rock Hill, York County, and other standards (as applicable).

• Assists staff and consultants in preparation of documentation required by oversight agencies.

• Ensures coordination of city infrastructure improvement projects with all other civil projects planned or underway.

• Identifies, tracks, monitors and communicates project-related issues, scope changes, variances and contingencies that may arise during implementation.

• Prepares and/or processes performance appraisals, service agreements, work orders, production reports, payroll records, bonus forms, annual reports, purchase orders, payment agreements, memos, correspondence, etc.

• Refers to policy and procedure manuals, computer manuals, City codes and ordinances, design standards, etc.

• Assists with special projects as needed.

• Performs all other duties as may be assigned to meet organizational needs.
