Position: FACILITIES MAINTENANCE MANAGER - GENERAL SERVICES
  Salary: $77,708-$112,444 – Per Year

Minimum Training & Experience

Graduation from a four-year college or university with a Bachelor's Degree in Facility Maintenance, Construction Maintenance or a closely related field, or the equivalent combination of education, training, and related work experience may be considered. Requires six years of progressively responsible experience in facilities management in maintenance and electrical, mechanical, HVAC and construction; some experience with local, state, federal, OSHA, building codes and NFPA codes or closely related experience, a significant portion of which must have been in a responsible supervisory capacity.

Desirable Knowledge, Skills, & Abilities

• Considerable knowledge of building construction, methods and costing; mechanical construction and maintenance practices together with a good knowledge of the IBC Building Code, Engineering Standards and Specifications, and various trades.

• Considerable knowledge in the areas of custodial services, cemetery management, budgeting and personnel.

• Considerable knowledge of quality control and inspection methods and procedures, safety requirements and emergency procedures applicable to toxic hazardous materials.

• Thorough knowledge of all facility systems including civil, structural, electrical, mechanical environmental, hydraulics, refrigeration, chlorination’s and filtration systems.

• Knowledge of the operation of Municipality departments including applicable statues, bylaws, rules, regulations and policies.

• Ability to effectively plan, organize, direct and supervise personnel and contractors engaged in the maintenance and construction of facilities.

• Ability to assist with implementing enterprise initiatives, including asset management, and preparing reports; developing facility operations and maintenance policies.

• Ability to manage multiple projects, set priorities, work independently and perform duties with speed and accuracy.

• Ability to work varied hours outside of the regular workday.

• Ability to solve complex problems, examine alternatives and present sound advice and guidance to senior management on all aspects of work.

Specific Duties

• Provides planning, technical, and maintenance support and advice to Management of all City-owned facilities. Communicates regularly regarding service and maintenance needs, schedules and priorities.

• Provides leadership by managing the daily operations of employees in the Building Maintenance Division, the Custodial Division, and the Cemetery Division.

• Supervises the daily maintenance of the Airport and other areas as assigned.

• Oversees the general maintenance and upkeep of assigned buildings, grounds and equipment.

• Maintains and supervises electrical, plumbing, mechanical roofing, and HVAC operations.

• Organizes the necessary electrical and construction needs for multiple special events.

• Ensures that preventative maintenance programs are established, maintained and evaluated for all City facilities.

• Oversees the planning and implementation of the City’s asset management plan as it relates to facilities and other assigned assets to be utilized as a tool for both strategic capital planning and tactical project prioritization.

• Interacts with subordinates, tenants and the general public; initiates personnel actions, including counseling subordinates on work related problems, preparing performance appraisals, recommending disciplinary actions, submitting accidents and injury reports, scheduling subordinates for time off.

• Plans and develops strategies for the most effective use of available capital resources. This is done by preparing detailed lists of the work required, determining which projects can be constructed by City staff, assisting with the preparation of documents for those to be contracted out, analyzing and submitting recommendations on bids from contractors, scheduling the work, coordinating the work with others, and directing all contract administration and records.

• Coordinates and assists with the preparation of the City’s facility capital plans and other assets as assigned; supervises the administration and control of the approved operational and capital budget of area.

• Oversees the implementation of goals, strategies, policies and detailed plans for reducing consumption of energy and water in existing facilities. Promotes the ongoing use of energy efficient practices.

• Ensures local, state and federal laws, ordinances, codes and rules are maintained.

• Demonstrates extensive knowledge in the areas of custodial services, cemetery management, and building maintenance. Demonstrates knowledge of building construction, methods and costing; mechanical construction and maintenance practices together with a good knowledge of the IBC Building Code, Engineering Standards and Specifications, and various trades.

• Participates in the preparation and administration of the divisional budgets; submits budget recommendations; monitors expenditures; prepares cost estimates; submits justifications for equipment; evaluates the effectiveness of programmed maintenance and capital works.

• Prepares an annual facility condition report to be utilized as a tool for both strategic capital planning and tactical project prioritization.

• Reads and understands construction drawings, plans and specifications.

• Demonstrates ability to deal tactfully and effectively with the general public, elected officials, and other City personnel, businesses, and other outside agencies.

• Performs all other duties as may be assigned to meet organizational needs.
