• Plans, organizes, and directs all programs and activities of Commercial and Residential divisions, which includes the collection and disposal of residential and commercial refuse/ recycling and the disposition and repair of roll-out containers and commercial containers. • Develops a work schedule for refuse collection, including establishing the priorities of work, developing route schedules, and assigning drivers and crews to trucks and routes. • Supervises, and when necessary, performs the work of solid waste and recycling employees to ensure assigned tasks are completed daily; ensuring employees operate equipment safely, and perform collection duties to minimize the litter on streets and alleyways. • Responds to citizen inquiries and complaints promptly, completely and courteously. • Evaluates the quality and efficiency of solid waste and recycling crews by making regular and frequent inspections of work in the field, to ensure proper work methods are used, reviewing daily work reports and advising and directing crews in the improvement of work production and methods. • Maintains records related to daily solid waste and recycling operations; and informs management on a regular basis of the performance of crews and operations. • Directs studies on field operations; develops and implements policies and procedures; interprets policies, procedures, and applicable laws and regulations. • Recommends employment of personnel; evaluates performance and recommends personnel actions; develops and conducts in-service training programs. • Performs all other duties as may be assigned to meet organizational needs.
