Minimum Training & Experience

Graduation from a four-year accredited college or university with a Bachelor of Science degree in Civil Engineering supplemented with a minimum of five years of experience in civil engineering field in a supervisory capacity. Certification as a Professional Engineer is highly preferred. The equivalent combination of education, training, and related work experience may be considered.

Desirable Knowledge, Skills, & Abilities

• Knowledge of the engineering principles and practices applied in the planning, location, design, construction, and maintenance of water and sewer utilities projects.

• Considerable knowledge of water and wastewater treatment plant processes.

• Considerable knowledge of biological and chemical analysis of treatment plant processes.

• Knowledge of authoritative reference works in the general field of engineering.

• Ability to prepare, interpret, and utilize engineering plans, maps, specifications, and reports.

• Ability to plan, supervise, and coordinate the work of a staff of professional, technical, clerical, and trades employees.

• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.

Specific Duties

• Supervises water & sewer utilities projects; including water and wastewater treatment facilities (facility upgrades and new construction), water lines, sewer lines, and sewer pumping stations; review plans and specifications, and coordinates the work of contractors.

• Prepares or supervises subordinates in the preparation of specifications, plans, estimates and reports involved in the utilities projects and structures.

• Prepares specification and cost estimates and assists in relocating public water and sewer utilities facilities.

• Provides professional engineering direction and guidance in the construction, maintenance, or operation of utilities projects.

• Represents the department at public meetings and conferences to provide information and resolve problems.

• Prepares and maintains necessary records and reports.

• Performs all other duties as may be assigned to meet organizational needs.
