Minimum Training & Experience

Graduation from a four-year accredited college or university with a Bachelor of Science degree in Civil Engineering supplemented with a minimum of five years of experience in civil engineering field in a supervisory capacity. Certification as a Professional Engineer. The equivalent combination of education, training, and related work experience may be considered.

Desirable Knowledge, Skills, & Abilities

• Considerable knowledge of the engineering principles and practices applied in the planning, location, design, and construction of both public infrastructure and private development, including roads, stormwater management and all utility systems.

• Knowledge of the private development review and approval process.

• Knowledge of the inspection of infrastructure construction.

• Knowledge of the design, implementation and inspection of erosion control plans.

• Ability to convey the City’s development practices and policies to land owners, developers and design professionals, and successfully guide projects through the review and approval process.

• Ability to plan, supervise, and coordinate the work of a staff of professional, technical, clerical, and trades employees.

• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.

Specific Duties

• Supervises plan reviewers, inspectors and administrative staff in providing an equitable and efficient plan and construction approval process.

• Reviews development plans for compliance with City codes, policies and practices.

• Acts as a liaison to City operational departments to seek direction on unusual or complex projects, and to ensure that field experience is being considered in the latest design details and policies.

• Works with the department plan review team to provide a high level of accessibility and customer service to owners, developers, builders and design professionals as they formulate and implement their plans.

• Coordinates with County and State permitting agencies to ensure positive outcomes for all affected parties.

• Engages affected neighbors when a current development project is having negative impacts.

• Provides regulatory and professional engineering direction and guidance to City Project Managers in the design and construction of City projects.

• Represents the department at public meetings and conferences to provide information and resolve problems.

• Prepares and maintains necessary records and reports.

• Performs all other duties as may be assigned to meet organizational needs.
