Minimum Training & Experience

Graduation from a four-year college or university with major course work in Human Resources, Public/Business Administration or Computer Science and five years of experience as a public sector human resources generalist supplemented by three years responsible human resources supervisory experience. The equivalent combination of acceptable training and experience may be considered. Reports to the Human Resources Director.

Desirable Knowledge, Skills, & Abilities

• Thorough knowledge of principles and practices of personnel administration.

• Knowledge of city, state, and federal laws applicable to human resources administration.

• Considerable knowledge of data processing and related software. Considerable skill in Microsoft Office Suite’s Word and Excel.

• Considerable knowledge of automated payroll systems and comprehensive personnel transactions.

• Ability to produce meaningful data analytics.

• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.

• Ability to serve as team leader on all updates to the City’s HRIS processes.

• Ability to analyze data and present ideas effectively in oral and written form.

• Ability to lead, direct and advise subordinate staff members.

Specific Duties

• Develops, implements, and monitors a comprehensive employment system.

• Develops innovative recruitment strategies, conducts interviews, establishes applicant pools; oversees volunteer program.

• Provides supervisory guidance and innovation to subordinate personnel in employment activities including comprehensive benefits administration, state retirement processing, wellness programs and citywide special events.

• Develops, selects and conducts tests to determine applicant qualifications and eligibility for employment; interviews and recommends applicants to supervisors and department heads.

• Produce meaningful data analytics.

• Ensures technology-driven Human Resources applications and innovations with advanced Excel skills.

• Monitors, initiates and updates City HRIS processes.

• Initiates and/or prepares necessary spreadsheets, annual reports, PowerPoint presentations, graphics and other reports.

• Assists in the maintenance of the City’s compensation and classification system.

• Assists in employee relations programs; counsels with employees regarding problems and Employee Assistance Program referrals.

• Researches, develops and prepares personnel budget and information; supports City Council strategic goals.

• Secures grants to support Human Resources and citywide initiatives.

• Coordinates and monitors drug testing protocols to ensure compliance with city, state, federal and Department of Transportation guidelines.

• Assists in the review and revision of personnel policies and procedures.

• Assists with citywide training and professional development programs.

• Responds to unemployment claims, hearings and appeals.

• Oversees City of Rock Hill Community Relations Council.

• Secures necessary input from department heads and supervisors to establish relevant criteria for filling and advertising vacant positions.

• Monitors interviewer teams for compliance with state and federal law and City policy.

• Performs all other duties as may be assigned to meet organizational needs.
