Position: ENGINEERING TECHNICIAN II - PLANNING & DEVELOPMENT - (JOB NO. 2-2021)

Minimum Training & Experience

An associate of applied science degree with specialization in subjects related to the field of civil engineering, and extensive field and office experience in civil engineering design and/or construction projects. Minimum of three years of experience in surveying, drafting, design or inspection of a civil engineering nature. The ability to read site plans and construction drawings is required.  The equivalent combination of acceptable training and related work experience may be considered.

A valid driver’s license is required.

Desirable Knowledge, Skills, & Abilities
Considerable knowledge of current City policies and ordinances, current Water Master Plan, Wastewater Facility Plan, and Standards Specifications and Drawings. 
 
Considerable knowledge of sanitary sewer main design and domestic water main design, storm water management, construction practices, and DHEC NPDES permitting.
 
Working knowledge of the principles and practices of civil engineering, land and construction surveying.
 
Knowledge of federal, state and local laws that govern all operations of the Planning and Development Department.
 
Knowledge of SCDOT specifications, index drawings, and roadway design/maintenance standards. 
 
Knowledge of basic engineering principles and practices in the assigned area of responsibility.
 
Knowledge of the principles and techniques of planning, project management.
 
Knowledge of AutoCAD, ArcGIS, and Microsoft Office.
 
Ability to anticipate work and initiate proper and acceptable direction for completion of work with a minimal amount of supervision and instruction.
 
Ability to read and interpret engineering drawings, calculations, and specifications.
 
Ability to adapt to changes on approved engineering methods/standards for the design and construction of a variety of projects.
 
Ability to empathize and communicate in a courteous and professional manner.
 
Ability to speak in group settings. 
 
Ability to use independent judgement in daily operations, resulting in sound decisions.
 
Ability to perform site inspections as needed.
 
Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.
 
Specific Duties
Reviews infrastructure project plans for residential and commercial development projects, and City capital projects.
 
Coordinates the development plan review process with the public, developers, architects, engineers and other government agencies.
 
Responds to questions from the public and the development community concerning location and construction of existing public utilities.
 
Maintains the review status tracking of subdivision and commercial project submittals within the City’s software system.
 
Provides support to the City Engineer in final plat review processing for signature, which includes the review for compliance, the conditions of approval and confirmation that all pre-requisite items have been completed.
 
Provides support to Field Inspectors to resolve construction issues.
 
Works collaboratively with the Planning and Development Department, other City departments, and the general public.
 
Performs all other duties as may be required to meet organizational needs.
