Minimum Training & Experience

Requires a high school diploma or GED with at least one year in wastewater and pre-treatment systems or closely related experience. An Associate’s degree in business management, engineering, or the hard science such as chemistry, geology, biology, mathematics, or physics is preferred. The equivalent combination of education and related work experience may be considered.

Desirable Knowledge, Skills, & Abilities

• Knowledge of wastewater laboratory procedures and sampling techniques.

• Knowledge of Federal and State wastewater regulations and policies.

• Knowledge of computer systems and related software.

• Ability to interpret related City ordinances.

• Ability to lift up to 50 pounds on a regular basis.

• Ability to work both indoors and outdoors during varying weather conditions.

• Ability to stand for extended periods of time, to include walking on various surfaces under differing conditions.

• Ability to operate related monitoring instruments and flow measurement devices.

• Ability to collect, analyze and interpret data.

• Ability to communicate clearly orally and in writing.

• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.

Specific Duties

• Responsible for implementation of the City’s Industrial Pretreatment Program, as approved by the South Carolina Department of Health and Environmental Control.

• Implement sampling and inspection requirements for Industrial Users as provided by the City’s Industrial Pretreatment Program.

• Collects wastewater discharge samples to be analyzed to determine ordinance and permit compliance. May communicate analytical results with industries, to include notation of any permit violations and potential surcharges for high strength waste, as outlined in the City’s Ordinance and Industrial Pretreatment Program.

• Collects and compiles analytical data, enters data into various databases, and interprets data to determine compliance with appropriate permits and regulations.

• Assists with reporting of regulatory information to the South Carolina Department of Health and Environmental Control and the United States Environmental Protection Agency.

• Conducts routine and unscheduled inspections of the City’s industrial customers to determine regulatory compliance.

• Communicates routinely with the City’s Industrial User permit holders both orally and in writing.

• Participates in feasibility and Certificate of Occupancy inspections relative to how potential commercial customers will use sewer services provided by the City.

• Measures flow of commercial and industrial discharges.

• Assists with the evaluation of additional new industrial customers to the City’s wastewater system, which includes the determination of applicability for appropriate permits and permit limits.

• Participates in special projects designed to identify specific problems which may occur within the wastewater collection system.

• Maintains field monitoring instruments and equipment.

• Performs all other duties as may be assigned to meet organizational needs.
