Minimum Training & Experience

Requires a Law Degree supplemented by four (4) years of experience as a solicitor, or closely related experience, with five (5) years minimum supervisory experience. Must possess a South Carolina Law License.

Specific Duties

• Manages and supervises the functions and activities of the Solicitor's Office and Victim/Witness program - includes managing fellow professional and support staff.

• Prepares and prosecutes the criminal caseload in bench, jury and courtesy summons court.

• Represents the City in criminal appeals up to and including the South Carolina Supreme Court.

• Serves as the lead attorney in the City’s municipal prosecutor’s office, recognizing facts, designing and creating a legal theory of each case and executing this design.

• Performs legal research and preparation of legal memorandum for use in trial and appellate courts.

• Synthesizes information from research and analysis to provide solutions to complex issues.

• Develops policies and procedures to handle docketing of court cases for bench and jury trials.

• Assists the City of Rock Hill Police Department with awareness of legal trends and recent significant appellate court decisions and development of policies in response to changes in the law from state legislature or state/federal court decisions.

• Ensures the Victim’s Advocate provides notification and assistance to victims in the Victim/Witness program including accompanying victims in court, preparation of victim notification forms, victim impact statements, restitution requests as well as witness orientation and preparation for court.

• Assists in annual budget preparation; conducts annual employee performance evaluations and provides some legal guidance to City departments.

• May interact with a variety of news media including local and regional newspapers, radio and television stations news reporters.

• Ensures compliance with city, county, state and federal laws.
