Minimum Training & Experience

Master’s degree in Human Resources Management or closely related field and a minimum of six years of progressively responsible HR leadership experience at the Director’s level. Some government Human Resources Director experience and designations as a PHR, SPHR or IPMA-HR are desired. The equivalent combination of acceptable training and experience may be considered.

Desirable Knowledge, Skills, & Abilities

• Considerable knowledge of employment law, employment selection processes, compensation, benefits administration, employee relations, performance management and training and development.

• Knowledge of HRIS and expertise in Microsoft Office Suite products with considerable expertise in Excel. Ability to learn City’s Cayenta ERP system.

• Considerable demonstrated skill in leading and developing HR team members and employees citywide.

• Considerable interpersonal and coaching/counseling skills, possessing both credibility and integrity.

• Skill in diagnosing labor relations risks, managing options and forecasting outcomes with accuracy.

• Skill in developing, recommending and implementing policy and/or procedural changes and updates.

• Considerable ability to speak publicly and communicate effectively.

• Considerable ability to communicate effectively in written form, create grammatically correct text for broad publication and edit the work of others.

• Ability to provide comprehensive HR support and guidance to City leadership, boards, and citizenry.

Specific Duties

• Directs the activities of the Human Resources department to all departments citywide; labor relations, compensation, benefits, employee relations, performance management, training and organizational change management.

• Ensure Citywide compliance with City policies and labor laws; Independently manages and respond to EEOC, SCHAC and DOL charges, generally without attorney assistance.

• Determines and recommends employee relations practices necessary to promote high levels of employee retention, morale and motivation.

• Leads implementation of continuous system improvement projects including HRIS, performance management, online application, employee portal, and benefits systems and related technology and user interfaces.

• Leads the ongoing development and facilitation of in-house leadership training, Legal Update workshops, citywide Customer Services training and other related HR training and citywide education.

• Initiates the preparation and maintenance of such reports as are necessary to carry out the functions of the department citywide and keep City Management informed.

• Designs and manages processes of organizational development such as Success/Succession planning, comprehensive customer service, workforce development, and employee retention.

• Prepares and manages department budget.

• Performs all other duties as may be required to meet organizational needs.
