Minimum Training & Experience

A Bachelor’s Degree in Computer Science, Human Resources Administration, or related field. A minimum of two years comprehensive data analysis, human resources administration, or closely related experience is required. Expertise in data analysis is required. The equivalent combination of acceptable education, training and experience may be considered. Reports to the Personnel Supervisor.

Desirable Knowledge, Skills, & Abilities

Considerable knowledge of the use of information systems. Expertise with Access or SQL databases, proficiency in Microsoft Excel and Office Suite 2013 (or better) products.

• Knowledge of human resources ERP computer systems used to analyze and compile data. Ability to learn the City’s Cayenta ERP system.

• Ability to demonstrate, create & manage macros, ODBC calls, and pivot tables within Excel.

• Knowledge of employee benefits and applicable state and federal laws.

• Ability to analyze data and communicate effectively in oral and written form.

• Ability to speak publicly to conduct open enrollment, wellness meetings, etc. and relate information to all levels of employees.

• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.

Specific Duties

• Demonstrates advanced proficiency & knowledge for use of all HRIS systems and software to be able to learn & work inside the City’s Cayenta ERP system proficiently; setup, collect, extract and run HR related reports; and assemble necessary data in formats needed, manipulate them within Excel or Access using embedded macros, scripts or pivot table tools.

• Demonstrates extreme accuracy and attention to detail on all interactions with City data.

• Deals directly with our Cayenta vendor to accurately communicate technical problems or requests, and manage the interaction to completion.

• Collects, assembles and analyzes City HR data, the data trends and presents resulting predictive analysis.

• Updates HRIS procedures and job aids for staff and end users.

• Attends meetings for process deadlines, issues and root cause identification, options for solutions, and discovery.

• Serves as subject matter expert for HR Department technologies.

• Works with and within the City’s IT department’s policies and procedures to create and maintain HR information and databases. Prepares reports, graphs, charts and statistics in support of Human Resources Operations.

• Works with and within Accounting Payroll Division to coordinate and resolve employee payroll problems or issues.

• Conducts data analysis for Human Resources, such as benefits, compensation, classification, employment, or other information as directed.

• Serves as a liaison between insurance carriers, providers and employees and/or retirees regarding claims and eligibility issues; researches and resolves benefit questions, issues or concerns.

• Works with IT Department to make recommendations for new software and keeps up with changes in existing software.

• Recommends healthcare cost containment ideas and benefit efficiencies.

• Develops and summarizes data for reporting participation; collective outcomes and progress; and workshop indicators for benefits/wellness programs.

• Reconciles and processes invoices for approval and payment.

• Supports team members in programs, events, and initiatives.

• Performs all other duties as may be assigned to meet organizational needs.
