Position: ENGINEERING TECHNICIAN I - GENERAL SERVICES

Minimum Training & Experience

An Associate’s degree in engineering graphics, civil engineering or related field supplemented by two to three years of related experience.  The ability to read site plans and construction drawings is required. CEPSCI certification or the ability to obtain certification within a year is required. The equivalent combination of acceptable training and related work experience may be considered.

A valid driver’s license is required.

Desirable Knowledge, Skills, & Abilities

• Knowledge of the construction process for commercial and residential developments as well as roads, utilities, and other infrastructure.

• Knowledge of proper water, sewer, and storm drain installation. 

• Knowledge of proper road installation: proof rolls, compaction standards, asphalt paving, curb and gutter, sidewalks, accessible ramps.

• Knowledge of terminology, methods, practices, techniques, and instruments of roadway and infrastructure construction projects. 

• Basic knowledge of computers, Microsoft Office, and email required.

• Ability to oversee contractors and make recommendations in the field to overcome site conditions to ensure quality construction for City maintained infrastructure.   

• Ability to read construction plans and specifications and recognize deviations from such plans in the construction process.

• Ability to anticipate problems and evaluate solutions in the field. 

• Ability to conduct site inspections over challenging terrain in summer/winter conditions. 

• Ability to function effectively in a support role with initiative and to work independently with minimal supervision.

• Ability to perform computer data entry and keep detailed files and records.

• Ability to present ideas effectively, orally and in writing; ability to keep accurate records.

• Ability to handle multiple tasks simultaneously and remain calm in difficult situations.

• Ability to plan, organize, and prioritize daily assignments and work activities.

• Ability to work with ARC-GIS, AutoCAD, and/or Civil3D is desired but not required.

• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers.  Personally demonstrates appropriate customer service skills.

 

Specific Duties

• Performs periodic site inspections to determine contractor’s progress, infrastructure quantities installed, and accurateness of contractor’s work.

• Keeps accurate daily records; prepares and maintains electronic reports and records.

• Follows up on inspections to ensure deficiencies have been addressed. 

• Conducts pre-construction site inspections to ensure initial sediment controls have been installed according to the approved plans and construction details. 

• Assists other inspectors or supervisors in conducting inspections as needed for infrastructure and utility installations.  Cross-trains with other inspectors as needed. 

• Assists in conducting pre-construction meetings. 

• Meets with contractors, engineers, property owners and other interested parties; explains project regulations and specifications.

• Brings apparent project deficiencies, conflicts, or vagaries to the attention of supervisors for their interpretation, clarification, information, or action.

• Reviews contractors pay applications to confirm work billed has been satisfactorily been completed in the field.

• Maintains comprehensive project field documentation, including site inspection reports, change orders, etc.

• Assists staff and consultants in preparation of documentation required by oversight agencies.

• Assists in the coordination of city infrastructure improvement projects with all other civil projects planned or underway.

• Must operate a City vehicle in a safe and responsible manner. 

• May need to assist with cost estimating and contract review.

• Refers to policy and procedure manuals, computer manuals, City codes and ordinances, design standards, etc.

• Assists with special projects as needed.

• Performs all other duties as may be assigned to meet organizational needs.
