Minimum Training & Experience

A Master’s degree in urban planning or related field supplemented by six to nine years of  professional urban planning experience, including significant experience in a supervisory or managerial capacity.  The equivalent combination of education, training and related work experience may be considered.

Desirable Knowledge, Skills, & Abilities

• Thorough knowledge of the methods, principles, and practices of local government planning.

• Thorough understanding of land use concepts, demographic trends, and municipal growth issues.

• Considerable knowledge in the laws, ordinances, standards, and regulations related to zoning, economics, land development, civil engineering, architecture, transportation, finance, and sociology in the planning process.

• Ability to assimilate both technical and theoretical concepts from many diverse disciplines; ability to apply the knowledge in creative and intuitive ways to solve unique problems.

• Ability to coordinate department activities with other City and county departments, property/business owners, residents, and community leaders in order to accomplish goals and complete projects.

• Ability to efficiently and effectively collect, tabulate, and analyze relevant data and apply it to the planning process.

• Ability to work under stressful conditions related to balancing multiple projects within time constraints, personnel capabilities, financial resources, and political considerations.

• Ability to make effective presentations and speeches.

• Ability to make sound, educated decisions; and apply supervisory concepts and principles.

• Ability to assemble and analyze information and make written reports and records in a concise, clear, and effective manner.

• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers. Personally demonstrates appropriate customer service skills.

Specific Duties

• Oversees the City’s long range planning activities, including comprehensive planning, small area planning and transportation planning.

• Assists with the preparation of land use, zoning and other special studies.

• Manages implementation of City annexation policies and manages interdepartmental annexation committee.

• Stays abreast of statutory regulations and changes related to department programs and projects.

• Supervises subordinate planning staff; instructs, assigns, reviews, and plans the work of others; maintains standards; coordinates activities; recommends the selection of new employees; acts on employee concerns; and recommends employee discipline and discharge.

• Attends meetings and makes presentations; assists in conducting public meetings and public hearings; must be available to attend meetings and events after normal work hours.

• Receives and responds to public inquiries, requests for assistance, and complaints as it relates to department projects and activities.

• Performs all other duties as may be required to meet organizational needs.
